The Henry M. Jackson Foundation for the Advancement of Military Medicine Inc. (HJF) is seeking a Project Officer to support the Center for Disaster and Humanitarian Assistance Medicine (CDHAM), located in Rockville, MD. HJF provides scientific, technical and programmatic support services to CDHAM.

The Project Officer will work in support of U.S. Africa Command’s (USAFRICOM) Disaster Preparedness Program. The goals of DPP are to develop sustained partnerships with African Partner Nations (PNs) and to assist them to prepare for and respond to disasters.

Responsibilities:

  1. Facilitate and manage communication between the DPP Team and key stakeholders (USAFRICOM, African PNs, U.S. Embassies and other partners);
  2. Arrange for teleconferences and in-person meetings;
  3. Draft meeting notes and ensure distribution to participants/stakeholders;
  4. Develop/monitor activity (project) timelines, document progress, and provide follow-up as needed;
  5. Prepare correspondence and respond to inquiries;
  6. Provide administrative assistance to the Team and key stakeholders;
  7. Develop agendas, prepare meeting materials, and assist the Conference Manager with travel coordination;
  8. Coordinate activities to include high-level tabletop exercises;
  9. Conduct research, draft, revise, and finalize Country Context Reports, Disaster Preparedness and Response Plans, and After-Action Reports;
  10. Draft articles, press releases, and program fact sheets in both English and French;
  11. Monitor and update the CDHAM and DPP websites and social media outlets;
  12. Travel to international locales including those that may pose a mild or moderate hardship;
  13. Develop and maintain key personal and institutional relationships;
  14. Understand and operate within broad policy guidelines, national security interests, and international and cross-cultural standards; and
  15. Support other CDHAM grants as directed.

Required Knowledge, Skills, and Abilities:

  1. Knowledge of U.S. government requirements with respect to grant-related work and project-level support.
  2. Familiarity with disaster management, public health, and international development issues.
  3. Some knowledge of Africa to include history, culture, and current challenges and issues impacting security and stability.
  4. Knowledge of budgeting principles.
  5. Proficiency in Microsoft Office.
  6. Skills to organize, plan, and manage timelines.
  7. Interpersonal skills to include the ability to work with senior officials.
  8. Skill and ability to develop and maintain personal and professional relationships.
  9. Ability to relate/operate in cross-cultural settings.
  10. Ability to communicate (verbal and written) effectively in both English and French.
  11. Ability to work both independently and in a team environment.
  12. Ability to travel internationally.
  13. Ability to function in non-U.S. settings to include some austere environments.
  14. Ability to resolve problems.

Minimum Experience/Education/Qualifications:

  1. Bachelor’s degree in a related subject (International Relations, International Affairs, International Diplomacy, Emergency/Disaster Management, Public Health, Communication).
  2. English fluency.
  3. French fluency.
  4. 1-2 years related experience.

Preferred Experience/Education/Qualifications:

  1. Master’s degree in a related subject (International Relations, Affairs or Diplomacy, Emergency/Disaster Management, Public Health, or Communication).
  2. International work experience.
  3. Experience in translation and interpretation.

Physical Capabilities: Requires occasional but often lengthy travel by land, air, or water, and the ability to lift and carry moderate weight objects.

Supervisory Responsibilities/Controls: Works under the direct supervision of the Senior Program Manager and/or Program Manager and receives appropriate programmatic and technical guidance from the Principal Investigator. Work is evaluated in accordance with Henry M. Jackson Foundation Policy including, but not limited to, results achieved towards established goals and requirements, effectiveness, timeliness, application of sound business practices, and efficient use of resources.

Work Environment: Office environment with international travel required. Program execution occasionally requires work in the early mornings, evenings, and on weekends.
